As you may recall, IBM has recently gained a reputation as a multi-semiconductor outsourcing company and competing successfully with Taiwanese chip forges. However, according to rumors in Taiwan, not everyone is satisfied with placing orders with IBM. So, it would be logical for the North American Xilinx to produce its programmable logic chips from IBM in order to minimize transportation costs, but the company preferred the Taiwanese UMC.
Perhaps the decision of Xilinx was influenced by the fact that UMC started production at 90nm standards a little earlier than IBM (both on 200mm and 300mm wafers).
